Aim of the Scheme
The scheme aims to improve groundwater management in priority areas in the country through community participation.
The priority areas identified under the scheme fall in the states of Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh.
These States represent about 25% of the total number of over-exploited, critical and semi-critical blocks in terms of groundwater in India.
They also cover two major types of groundwater systems found in India – alluvial and hard rock aquifers- and have varying degrees of institutional readiness and experience in groundwater management.
योजना का उद्देश्य
इस योजना का उद्देश्य समुदाय भागीदारी के माध्यम से देश के प्राथमिक क्षेत्रों में भूजल प्रबंधन में सुधार करना है। योजना के तहत पहचाने गए प्राथमिक क्षेत्रों में गुजरात, हरियाणा, कर्नाटक, मध्य प्रदेश, महाराष्ट्र, राजस्थान और उत्तर प्रदेश राज्यों में आते है। ये राज्य भारत में भूजल के संदर्भ में अत्यधिक शोषित, महत्वपूर्ण और अर्ध-महत्वपूर्ण ब्लॉक की कुल संख्या का लगभग 25% प्रतिनिधित्व करते हैं। वे भारत में पाए जाने वाले दो प्रमुख प्रकार के भूजल प्रणालियों को भी कवर करते हैं - जलोढ़ और हार्ड रॉक एक्वाइफर्स- और इनको भूजल प्रबंधन में तैयारी और अनुभव भी अलग-अलग हैं।
Regulation
Central Ground Water Authority (CGWA) is regulating groundwater development in 23 States/UTs.
For enforcement of the regulatory measures in these areas, concerned Deputy Commissioners/ District Magistrates have been directed under Section 5 of Environment (Protection) Act, 1986 to take necessary action in case of violations of directives of CGWA.
विनियमन
केंद्रीय भूजल प्राधिकरण (सीजीडब्ल्यूए) 23 राज्यों / केंद्रशासित प्रदेशों में भूजल विकास को विनियमित कर रहा है। इन क्षेत्रों में नियामक उपायों को लागु करने के लिए, संबंधित उप-आयुक्त / जिला मजिस्ट्रेट को पर्यावरण (संरक्षण) अधिनियम, 1 9 86 की धारा 5 के तहत में आवश्यक कार्रवाई करने के लिए निर्देशित किया गया है जिसमे सीजीडब्ल्यूए के निर्देशों के उल्लंघन के मामले देखे जायेंगे
Funds Mobilization
Funds under the scheme will be provided to the states for strengthening the institutions responsible for ground water governance, as well as for encouraging community involvement for improving ground water management to foster behavioural changes that promote conservation and efficient use of water.
The scheme will also facilitate convergence of ongoing Government schemes in the states by incentivizing their focussed implementation in identified priority areas.
Implementation of the scheme is expected to benefit nearly 8350 Gram Panchayats in 78 districts in these states. Funds under the scheme will be made available to the participating states as Grants.

इस योजना के तहत, निधि राज्यों को दी जाएगी जो भूजल प्रशासन के लिए जिम्मेदार संस्थानों को मजबूत करने के साथ-साथ भूमि के संरक्षण और कुशल उपयोग को बढ़ावा देने वाले व्यवहारिक परिवर्तनों को बढ़ावा देंगे, जिससे भूजल प्रबंधन में सुधार के लिए सामुदायिक भागीदारी को प्रोत्साहित किया जायेगा।
यह योजना राज्यों में चल रही सरकारी योजनाओं को मिलाकर मान्यता प्राप्त प्राथमिक क्षेत्रों में उनके केंद्रित कार्यान्वयन को प्रोत्साहित करके राज्यों में की सुविधा प्रदान करेगी।
इससे राज्य के 78 जिलों में लगभग 8350 ग्राम पंचायतों को लाभ पहुंचने उम्मीद है। इस योजना के तहत निधि भाग लेने वाले राज्यों को अनुदान के रूप में उपलब्ध कराया जाएगा।

Community Participation
The scheme envisages active participation of the communities in various activities such as formation of Water User Associations, monitoring and disseminating ground water data, water budgeting etc.
Preparation and implementation of Gram-Panchayat wise water security plans and IEC activities related to sustainable ground water management is also to be carried out.
Community participation is also expected to facilitate bottom-up groundwater planning process to improve the effectiveness of public financing and align implementation of various government programs on groundwater in the participating states

इस योजना में विभिन्न प्रयोजनों में समुदायों की सक्रिय भागीदारी की परिकल्पना की गई है जैसे कि जल यूजर संघों का गठन, भूजल डेटा की निगरानी और प्रसार, जल बजट इत्यादि।
